the Interstate Commerce Act where such carriers have no
knowledge that said shipments contain intoxicating liquors.
124. If any section or part of a section of this sub-title
be held to be invalid for any reason, such holding shall not
be construed as affecting the validity or any remaining sec-
tion or part of a section of this sub-title, it being the legis-
lative intent that the remainder of his sub-title shall stand,
notwithstanding the invalidity of such section or part of a
section.
SEC. 2. And b e it further enacted, That this Act is here-
by declared to be an emergency law and necessary for the
Immediate preservation of the public health and safety,
and having been passed by a yea and nay vote, supported
by three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.

AN ACT to repeal and re-enact, with amendments, Section
1 of Chapter 276 of the Acts of 1933, as said section was
amended by Chapter 109 of the Acts of 1939, extending
the time during which the Town Commissioners of Cen-
treville may borrow upon the faith and credit of said
municipal corporation the sum of fifteen thousand dollars
($15, 000. 00).
SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 1 of Chapter 276 of the Acts of
1933, as said Section was amended by Chapter 109 of the
Acts of 1939, be and it is hereby repealed and re-enacted,
with amendments, to read as follows:
1. The Town Commissioners of Centreville, a municipal
corporation, is hereby authorized and empowered to bor-
row upon the faith and credit of said municipal corpora-
tion the sum of fifteen thousand ($15, 000. 00) dollars, for
the purpose of paying maturing interest on certain bonds
of said municipal corporation, certain other municipal ob-
ligations and also for the payment of current general mu-
nicipal expenses, and to execute the promissory notes of
