venient thereafter, appoint another person to fill said office
so vacated for the unexpired term, which appointment shall
be submitted to the Council for confirmation, and when con-
firmed the new appointee shall take the same oath of office as
taken by the removed officer and in the same manner, and to
be returned to the clerk of the Council and recorded as here-
tofore provided, and the new officer shall have the same powers
and duties as if he had been appointed in the first place and
serve out the term of the removed officer.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 182.
(Senate Bill 134)
AN ACT to add one new section to Article 2 of the Code
of Public Local Laws of Maryland (1930 Edition), title
"Anne Arundel County", sub-title "County Commission-
ers", said new section to be known as Section 240B and
to follow immediately after Section 240A of said Article,
relating to certain regulations by the County Commis-
sioners concerning bathing beaches and other places of
public resort.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That one new section be and it is hereby added
to Article 2 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Anne Arundel County", sub-title
"County Commissioners", said new section to be known as
Section 240B, to follow immediately after Section 240A of
said Article, and to read as follows:
240B. The County Commissioners of Anne Arundel
County may adopt regulations to prohibit indecent, im-
moral, dangerous or offensive conduct by persons at or
near public bathing beaches and other places of public
resort, and may make violation of any such regulation a
misdemeanor punishable by fine of not more than twenty-
