said section authorizing the Mayor and City Council of
Baltimore to make appropriations to certain reformatory
institutions.

WHEREAS, Section 613 of the Baltimore City Charter (1938
Edition), authorizes the City of Baltimore to make appro-
priations to numerous reformatory institutions, including
those mentioned in Section 719 of Article 27; therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 719 of Article 27 of the Annotated Code of
Maryland (1939 Edition), title "Crimes and Punishments",
sub-title "Maryland Training School for Boys", be and the
same is hereby repealed.

SEC. 2. And be it further enacted, That this Act shall take
effect on June 1, 1941.

CHAPTER 181.
(House Bill 410)

AN ACT to repeal and re-enact, with amendments, Section 278
of Article 23 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Wicomico County", sub-title "Salis-
bury", providing the procedure for removal of officers and
appointment to fill vacancies.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 278 of Article 23 of the Code of Public
Local Laws of Maryland (1930 Edition), title "Wicomico
County", sub-title "Salisbury", be and it is hereby repealed
and re-enacted with amendments, to read as follows:

278. Upon complaint in writing and a trial before the
Council, after notice to the party complained of informing
him of what he is charged and to appear and defend him-
self first having been given him in writing at least five days
before trial, and if Council find any of said officers includ-
ing the clerk to the Council, treasurer or collector, as here-
inafter provided for, to be guilty of misconduct unbecom-
ing an officer, disobedience, neglect of duty, misfeasance or
malfeasance in office, such officer may be removed at once from
his office by a majority vote of the trial board and his office
shall be declared vacant, and the Mayor shall, as soon as con-
