upon by a yea and nay vote, supported by three-fifths of all of
the members elected to each of the two Houses of the General
Assembly the same shall take effect May 1, 1941.

AN ACT to authorize and direct the Police Commissioner of
Baltimore City to pay a pension to the widow of Lieutenant
Martin J. Mannion, a former member of the Police Depart-
ment of Baltimore City.

CHAPTER 169.
(House Bill 363)
AN ACT to add a new section to Article 89B of the Anno-
tated Code of Maryland (1939 Edition), title "State Roads",
said new section to be known as Section 9A and to follow
immediately after Section 9 of said Article, relating to the
allocation and expenditure of the One and One-half (1 1/2)
cent Lateral Road Gasoline Tax Fund in Cecil County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article
89B of the Annotated Code of Maryland (1939 Edition), title
"State Roads", said new section to be known as Section 9A
and to follow immediately after Section 9 of said Article,
and to read as follows:
9A. Notwithstanding the provisions of any other law, the
State Roads Commission shall spend that part of the "One
and One-half (1 1/2) Cent Lateral Road Gasoline Tax Fund"
which is allocated to Cecil County under the provisions of
Section 9 of Article 89B of the Annotated Code of Maryland
(1939 Edition) as follows:
(1) For the construction and/or reconstruction of Lateral
and Farm to Market Roads as a part of the State Roads
System, or for the liquidation of debts and debt service obli-
gations which have been incurred by certain counties for the
