and regulations passed in pursuance therewith, and two Ser-
geants, one for day duty and one for night duty, all of whom
shall be under the direction and supervision of and receive
their orders of duties from the Director of Public Safety, or
Chief. The Sergeants shall be the motorcycle policemen. The
Mayor and Aldermen of Frederick City may by ordinance in-
crease or decrease the number of Lieutenants, Sergeants and
Desk Sergeants herein provided for, when in their judgment
it shall be proper to do so.
221-1. The policemen shall not, under penalty of dismissal,
at any time take any part in political campaigns or elections,
except as in the performance of their regular duty as to public
safety and law and order. The policemen or constables shall
not be members of any political club or organization, nor
shall they be permitted to contribute to or solicit for any con-
tributions for any political organizations, campaigns, primar-
ies, or elections. Provided, however, that if any policemen
becomes a candidate for political office the Board of Alder-
men may grant him a leave of absence without pay, for not
more than three months prior to the pending elections.
221J. The policemen shall promptly and efficiently per-
form all of the duties now or hereafter required of them as
provided by general or local law or in the ordinances of the
Mayor and Aldermen of Frederick City or rules and regula-
tions passed in pursuance therewith. The Police Department
is hereby directed to co-operate and exchange information with
any other Police Department, or authority with police force,
both within and without the State, and with the federal police
forces for the purpose of achieving greater success in prevent-
ing and detecting crimes and apprehending criminals.
SEC. 2. And be it further enacted by the General Assembly
of Maryland, That this act is hereby declared to be an emer-
gency law and necessary for the immediate preservation of the
public health and safety, and being passed upon a yea and nay
vote, supported by three-fifths of all the members elected to
each of the two Houses of the General Assembly, the same
shall take effect from the date of its passage.
