any policeman shall be disabled in the discharge of his duties,
he or his dependents shall be entitled to the compensation pro-
vided for under the provisions of the Maryland Workmen's
Compensation Insurance Act. Any policeman who may be
permanently disabled in the discharge of his duties so that he
is incapable of performing his regular duties shall be retired
from the force.

221F. In addition to the compensation insurance now car-
ried by The Mayor and Aldermen of Frederick City, for the
benefit of the policemen injured while in the performance of
their duties, the corporation may also carry, for the benefit of
the members of the police force, what is known as a Group Dis-
ability Policy, covering disabilities due to illness and disability
resulting from accidents, when not engaged in the perform-
ance of their duties, which may or may not include life insur-
ance. The Board of Aldermen shall have full power and au-
thority to determine the kind and character of policy to be
secured under the provisions of this section. The premium
on any such policy shall be paid one-half by The Mayor and
Aldermen of Frederick City and the other half shall be de-
ducted pro rata monthly or semi-monthly from the salaries of
of the policemen. This policy shall not cover special or part-
time policemen.

221G. In addition to the regular personnel of the police-
men appointed, the Mayor is directed to appoint a Director
of Public Safety, or Chief, who shall be a graduate of the
Academy School of the United States Federal Bureau of In-
vestigation, for a period of three years, beginning at the time
of making appointments in June, 1941, for such compensation
as the Board may prescribe, who shall have full and absolute
charge of all policemen under the direction of the Board of
Aldermen. The said Director of Public Safety, or Chief, may
be dismissed by the Board at any time for cause. Any sub-
sequent Director of Public Safety, or Chief, shall be appointed
for the same period as to time of service. He shall exercise
such powers and perform such duties as shall be required of
him from time to time by ordinance or by rules and regula-
tions adopted by the Board of Aldermen.

221H. The Board of Aldermen shall designate from the
regular personnel of the police force two persons who shall
act as Lieutenants, one of whom shall serve in the day time
and one at night, both of whom shall be under the direction
and supervision of and receive their order of duties from the
Director of Public Safety, or Chief. The Board of Aldermen
shall also designate two Desk Sergeants who shall perform the
duties now or hereafter prescribed by ordinance, or the rules
