proposition shall again be submitted to popular vote until at
least six months have elapsed from the date of the election at
which said proposition was disapproved.

SEC. 121. It shall be the duty of the Mayor and City Coun-
cil in each and every year to pay the interest on the outstand-
ing debt created by this loan or loans and to create a Sinking
Fund for the retirement of the bonds in equal installments
within a period of thirty years from the date of issue either
from the profits of the Municipal Electric Light and Power
Plant, transmission and distribution system, Sewerage Dis-
posal System and/or Incineration Plant or out of the tax
receipts that shall be levied and collected by the City, as in
the judgment of the Mayor and City Council shall be deemed
most advantageous to the City's interest from time to time.

BUILDING AND EXCAVATING ACTIVITIES.

SEC. 122. The Mayor and City Council shall have the author-
ity by Ordinance to zone the City of Havre de Grace, dividing
the same into several districts and in each of said districts
may prescribe reasonable rules and regulations relating to the
character and type of buildings to be constructed therein, and
the materials to be used in said buildings, and no buildings
shall be erected in said zone by any person, firm or corpora-
tion, unless and until the said person, firm or corporation
shall submit to the Mayor and City Council plans for the build-
ing or buildings which shall include the materials to be used
in the construction of the same and the location of the land
on which the building or buildings are to be placed, and if
the plans of any building or structure or the location thereof
on the land, and the materials proposed to be used for the
same, shall not be in the nature of a general improvement in
the zone, or district, in which the building or structure is to
be erected, then and in that event the Mayor and City Council
may refuse to issue a permit for the same, but in no case shall
any excavation or construction begin until a permit shall have
been first obtained from the Mayor and City Council. Pun-
ishments for proceeding without first having obtained such a
permit may be prescribed by the Mayor and City Council.

SEC. 123. The Mayor and City Council is hereby author-
ized and empowered to prescribe by ordinance in the City at
large, before the creation of zones, or districts, and thereafter
in said zones or districts, to fix and determine the location and
size of any sign or other outdoor advertising matter, and the
size and character of the lettering and numerals thereon; to
require a permit for the erection and maintenance of such
signs or other outdoor advertising matter; to refuse or revoke
