citizens of known integrity, experience and sound judgment,
one of whom shall be a physician, and all of whom have been
residents of said City for at least three years who together with
the Mayor and City Attorney shall constitute the Board of
Health and as such shall have all the authority within the
limits of the City and within one mile thereof that shall now
or may hereafter be vested in the Health officers of Harford
County or Inspectors of the State Board of Health or that may
be vested in them by Ordinances.
SEC. 80. The Members of the Board of Health shall hold
office for one year and shall receive such compensation as may
be allowed by the Mayor and City Council. In the instance
of the Mayor and City Attorney, however, they shall be paid
no additional salary over that received for the respective
offices. Each of the other three members shall, before assum-
ing office, take the prescribed oath of appointees.
OATH OF ELECTED OFFICERS AND APPOINTEES.
SEC. 81. Before entering upon the discharge of their re-
spective duties, each and every person elected under any pro-
vision of this Charter shall first take and subscribe to the
following oath of office, not otherwise herein provided for,
before any Notary Public or Trial Magistrate:
"I,......................................... residing
in the City of Havre de Grace, do solemnly swear that I am
a legal voter of the City of Havre de Grace; that I fulfill
the requirements of the office I am about to assume; that I
will support the Constitution of the United States; that I
will be faithful and bear true allegiance to the State of
Maryland and support the Constitution and Laws thereof;
and that I will faithfully and impartially, without fear,
favor or prejudice, discharge the duties of..............
for the City of Havre de Grace to the best of my ability. "
SEC. 82. All appointed officers shall take the same pre-
scribed oath before the Mayor.
SEC. 83. A book containing the oath taken and subscribed
to by every elected and appointed officer of the City shall be
kept and maintained for that purpose by the Mayor and City
Council.
PENALTIES FOR OFFICIAL MISCONDUCT
SEC. 84. All persons elected or appointed to office who are
found guilty of official misconduct, willful neglect of duties
or misbehavior in office, shall be proceeded against by pre-
sentment and indictment in the Circuit Court for Harford
