posited in said banks for the purpose of redepositing said
funds in the main account providing only that such checks
for said withdrawals be countersigned by the Mayor and City
Clerk, the authority for which transfers need not be given by
the Mayor and City Council in session.

SEC. 68. The Treasurer shall be the collector of all taxes
which may be levied by the Mayor and City Council and shall
receive and the custodian of all moneys which may be due the
City from any source whatever. He shall attend all meetings
of the Mayor and City Council and shall receive an annual
salary of Four Hundred ($ 400. 00) Dollars.

CITY ATTORNEY.

SEC. 69. The Mayor, by and with the advice and consent
of the City Council, on assuming office shall appoint for a
period of one year a lawyer of not less than twenty-five years
of age who shall be a resident and taxpayer for a period of
not less than one year next preceding his appointment and
who must have been a member of the Harford County Bar for
at least five years prior to his appointment.

SEC. 70. For all other services he is called upon to render,
except in the instance of representing the City as Plaintiff or
Defendant in all court cases, for which services he will be
entitled to separate remuneration, in behalf of the Mayor and
City Council and the Municipal Utilities Commission, the City
Attorney shall receive an annual salary of Five Hundred
($500. 00) Dollars.

SEC. 71. Should the Mayor and City Council deem it advis-
able in any instance of litigation to obtain additional legal
assistance, it is hereby authorized to do so provided acceptable
arrangements as to compensation are first made for additional
services for that purpose by the Mayor and City Council.

SEC. 72. The City Attorney must render all legal services
he is called upon to render pertaining to the City Govern-
ment and attend all meetings of the Mayor and City Council.

CITY ENGINEER.

SEC. 73. The Mayor may at any time should the need arise,
by and with the advice and consent of the City Council, ap-
point, for such periods as are necessary, a City Engineer, who
shall have been a Civil Engineer in the active practice of his
profession for five years prior to his appointment, at a salary
which in their judgment is reasonable and proper.
