light and power system and for the period within which said
service shall be discontinued if payment is not made. Said
Mayor and Council shall have the right to grant discounts for
prompt payment and shall provide that all payments not made
within thirty (30) days from the date due shall be in arrears
and shall be placed in the hands of the Attorney of the Mayor
and Council for collection in the manner prescribed by law.
Said sums so due shall be collected by said City Attorney in
the name of the Mayor and Council and suits therefor shall
be filed in the name of said municipality, provided, however,
that said claims made or suits so filed or judgments obtained
shall not be treated in the same category as claims for taxes
or special assessments made by the Mayor and Council of
Crisfield against any of the residents of said municipality.

116P. Any holder of revenue notes, bonds or certificates
issued under the provisions of Sections 116A to 116X hereof,
or of any of the coupons attached thereto, and the trustee
under the trust indenture, if any, the mortgagee, or contractor,
except to the extent the rights herein given may be restricted
by ordinance passed before the issuance of such revenue notes,
bonds or certificates, or by such trust indenture, mortgage,
ordinance or contract, may either at law or in equity, by suit,
action, mandamus, or other proceedings, protect and enforce
any and all rights under the laws of the State of Maryland
granted hereunder or under any such ordinance, trust inden-
ture, contract or mortgage, and may enforce and compel per-
formance of all duties required hereunder, or by such or-
dinance trust indenture, mortgage or contract, to be per-
formed by said Mayor and Council, or any officer thereof.

116Q. After approval by the Public Service Commission of
Maryland of the exercise by the Mayor and Council of the
powers granted by Sections 116A to 116X of this sub-title,
and after approval by said Public Service Commission of
Maryland of any contract or proposal which the Mayor and
Council may desire to enter into or accept in the exercise of
such powers, no such contract or proposal shall be entered
into by the Mayor and Council or shall become binding and
effective until the Mayor and Council shall submit to the
registered voters in Crisfield the question of the desirability
of acquisition, operation and maintenance of the electric light
and power system provided for in said sections by the Mayor
and Council at a special election called by the Mayor
and Council for that purpose, or if defeated, then at
the next ensuing regular election held in accordance
with the law governing elections in said municipality,
provided that all terms and conditions of all written
