poses of supplying electrical energy and power to the residents
of Crisfield or to said municipality itself for the lighting of
the public highways and buildings shall be and are hereby
suspended provided nothing herein contained shall in any
wise be deemed or construed to restrict, diminish or in any
wise affect the power and authority of the Public Service Com-
mission of Maryland to authorize and empower any such
private gas and electric or public utilities company from sup-
plying electrical energy and power for private or public con-
sumption within the corporate limits of Crisfield.

116M. The limitations herein contained upon the power of
the Mayor and Council to sell or otherwise dispose of any of
said municipal electric light and power system shall not, how-
ever, be construed to impair the right of said Mayor and Coun-
cil, in the reasonable and efficient operation of said system,
to sell or exchange any part thereof when the same shall be
worn out, inefficient or unserviceable or in need of replace-
ment, nor shall it impair the right of said Mayor and Council
from time to time to make needed changes, additions or altera-
tions or improvements as may be dictated by the require-
ments for the prudent and efficient operation of said system
provided that all purchases, sales or exchanges of any part
of said municipal electric light and power system wherein the
property so purchased, sold or exchanged exceeds f 1, 000. 00 in
value shall be made only after advertisement for competitive
bids in the same manner provided by Section 116C hereof in
respect to the construction of said municipal electric light and
power system.

116N. In pursuance of the powers herein granted, said
Mayor and Council shall have full right and power to provide
by ordinance for the protection and preservation of the plant
and equipment of said municipal electric light and power
system and to provide penalties by ordinance for any willful
damage to or destruction of said system, and said Mayor and
Council, acting through its duly constituted agents, shall have
full power and authority to enter upon private property for
the installation, removal or reading of meters and for the in-
stallation of all equipment or extensions necessary to supply-
ing private consumers within the corporate limits of Crisfield
with the product and energy of said municipal electric light
and power system.

116-O. Said Mayor and Council shall have the right, by
ordinance, to make such regulations as may appear proper
for the collection of the sum or sums of money due from the
consumers of the energy or product of said municipal electric
