or oral contracts or proposals for said purpose shall be
inserted in some newspaper published in Crisfield at least
once each week for four weeks prior to the date of the elec-
tion at which the subject is to be voted upon, and provided
further that no contract or proposal for the construction or
operation of such municipal electric light and power system
shall be valid or binding except after such notice of all said
contracts or proposals by such publication prior to said elec-
tion. On the ballot to be used for determining said question,
there shall be plainly printed in two separate lines the words:
"For Municipal Electric Light and Power Proposal", and
"Against Municipal Electric Light and Power Proposal", and
after each line there shall be a space provided for the voter to
indicate his preference. If a majority of the votes cast in
such election shall be for the said municipal electric light and
power system proposal, then the Mayor and Council may
exercise the powers granted by said Sections 116A to 116X of
this sub-title, but if a majority of the votes cast in any such
election shall be against the said municipal electric light and
power system proposal, then the Mayor and Council shall not
exercise any of the powers granted by said Sections 116A to
116X of this sub-title.

116R. The powers herein granted shall be exercised by
the Mayor and Council only within the corporate limits of
Crisfield as now or as hereafter constituted, except that said
Mayor and Council may require a site for the generating plant
of said municipal electric light and power system at any
convenient location outside of said corporate limits and may
construct said generating plant on said site.

116S. The Mayor and Council, in addition to the monies
which may be received from the sale of said revenue notes,
bonds or certificates and from the earnings or other revenues
of said municipal electric light and power system, shall have
the authority to accept from any Federal agency grants of
money for or in aid of the construction, operation or mainten-
ance of said municipal electric light and power system and the
payment of said notes, bonds or certificates and shall be en-
titled to receive and accept for such purpose or purposes con-
tributions from any source of either money or property or
other things of value.

116T. The Mayor and Council is hereby authorized to pro-
vide by ordinance for the issue of its refunding revenue bonds,
notes or certificates for the purpose of refunding any revenue
notes, bonds or certificates issued under the provisions of
Sections 116A to 116X of this sub-title and then outstanding.
