consumption, and for industrial consumption, or may make
any other reasonable classification which may meet the ap-
proval of said Public Service Commission of Maryland.
116J. The Mayor of the Mayor and Council of Crisfield
shall have full authority, by and with consent of the Council,
to employ a superintendent of said municipal electric light
and power system and such other employees as may be neces-
sary or appropriate to the proper and efficient operation and
maintenance thereof, including a foreman of the generating
plant, such linemen as may be necessary, collectors and meter
readers and clerical and office assistants. In addition, the
Mayor, by and with the consent of the Council, may authorize
the payment of additional reasonable compensation to the
Clerk-Treasurer of Crisfield, the City Attorney of Crisfield,
and the Engineer of Crisfield as may seem reasonable for
the additional services which they shall be called upon to
perform in connection with the maintenance and operation of
said municipal electric light and power system, all of such
compensation to be payable from the revenues of said system.
116K. Except as herein in Sections. 116A to 116X other-
wise provided, the Mayor and Council shall be without power
or authority to alien, lease, sell or otherwise dispose of said
municipal electric light and power system unless provisions
for such sale, lease or disposition shall be made by ordinance
adopted by a majority of the Council of Crisfield and sub-
mitted to and approved by a majority of the voters of said
municipality at a regular or special election called for that
purpose upon such notice and in the same manner as other
regular or special municipal elections are called and held, pro-
vided, however, that in no event shall said municipal electric
light and power system be sold, leased or otherwise disposed
of by said Mayor and Council while any of said revenue notes,
bonds or certificates or any of the refunding revenue notes,
bonds or certificates herein authorized are outstanding, un-
paid and not in default without providing for the payment
of such outstanding and unpaid revenue notes, bonds or cer-
tificates or any of said refunding revenue notes, bonds or
certificates and the accrued and unpaid interest thereon.
116L. So long as the Mayor and Council shall retain title
to said municipal electric light and power system or shall
maintain and operate the same as herein provided, the powers
granted to said Mayor and Council by Sections 83 and 89, re-
spectively, of Article 20 of the Code of Public Local Laws
of Maryland (1930 Edition) to grant franchises to any pri-
vate gas and electric or public utilities company for the pur-
