The said Roads Engineer shall reside in Harford County
during the term of his office, shall devote his entire time to
the discharge of his duties as such Engineer, and during the
term of his employment shall not accept or receive any com-
pensation from any other source.
SEC. 2. And be it further enacted, That two new sections
be added to said Article 13 to be known as Sections 448A
and 448B, to read as follows:
448A. Whenever a new section of county road is to be built
or an existing section improved, a right-of-way must be first
secured therefor of a minimum width of forty (40) feet, plus
slopes and drainage areas. Said right-of-way must be pro-
cured in such a manner as to pass the title to the land so
acquired and the same, together with the plat thereof, re-
corded among the Land Records of Harford County.
448B. In all new or reconstruction work which shall be
done under the provisions of this Act, the labor and materials
of which are estimated to cost over One Thousand ($1, 000. 00)
Dollars, the same shall be advertised in at least two news-
papers printed and published in Harford County for at least
three consecutive weeks, asking for sealed proposals for such
construction accurately describing the same and stating the
time and place for opening said proposals arid reserving the
right to reject any and all proposals; said proposals shall be
publicly opened at the time specified in said advertisement
and the contract for such construction shall be awarded to
the lowest responsible bidder, unless in the opinion of the
County Commissioners and the Roads Engineer the interests
of the County will be better served by the Commissioners
doing the work under the supervision and direction of the
said Engineer.
SEC. 3. And be it further enacted, That this Act shall take
effect June 1, 1941.
