1610 LAWS OF MARYLAND. [CH. 891

"Roads", be and the same is hereby repealed, with amend-
ments, to read as follows:

445. A Commission is hereby created, consisting of T. Roy
Brookes, Master of the State Grange; Fred C. Jones, President
of the Harford County Farm Bureau, and Robert Lee Wilson,
a retired engineer, for the purpose of making a study as to
whether the appointment of a County engineer under the pro-
visions of Chapter 424 of the Acts of the General Assembly
of Maryland, and under the provisions of this Act, is feasible
and for the best interests of Harford County, and if this Com-
mission shall determine that it is feasible and for the best
interests of Harford County to appoint such engineer, then the
County Commissioners of Harford County shall, when request-
ed so to do by a representative group of the citizens of Harford
County, appoint a competent person as County Roads Engineer
for said county, to hold office from the date of his appoint-
ment until his resignation or removal as hereinafter provided.
Upon the filling of the office of the Roads Engineer, the fol-
lowing qualifications, salary, duties, etc., pertaining to such
office, shall immediately become effective:

The Engineer must have the degree of Civil Engineer and
experience in bridge and road building, or have had at least
ten years' practical experience in road and bridge building in
a supervisory and executive capacity. The Engineer shall
receive a salary not to exceed Thirty-six Hundred ($ 3, 600. 00)
Dollars per year, payable monthly, and an allowance for
traveling and other expenses not to exceed Five Hundred
($500. 00) Dollars per year.

The said Roads Engineer shall not be liable to removal from
office for any other reason than incompetency or wilful neglect
of duty, or other cause which may impair his usefulness. He
shall not be removed, however, except after written charges
preferred against him, and an opportunity to be heard in his
defense afforded him. Hearings in regard to his removal from
office shall be public, and there shall be no appeal from the
decision of the County Commissioners.

He shall give bond to the County Commissioners of Harford
County conditioned upon the faithful discharge of his duties
and the protection of said County Commissioners against loss
or damage by reason of any act, default, neglect, false or
fraudulent statement of his whatsoever, in the penal sum of
Ten Thousand ($10, 000. 00) Dollars.

The said Roads Engineer shall not be interested financially
in any individual, firm or corporation from which any ma-
terials, equipment, machinery or supplies are purchased by
the County while he is in office, nor shall be receive any com-
mission or pecuniary profit on any such purchases.
