established for a period of one or more years, and the State
Forester has made his current annual study and tabulation of
forest fire reports as required in Section 50 of this Article, he
is of the opinion that there is no longer a need for regulating
the use of fire in the open air within such fire prevention area,
the State Forester may set aside the designation of special
fire prevention area, taking such means as in his opinion are
proper to inform the residents of said area that the require-
ments of Section 49 of this Article with regard to setting,
maintenance or increase of fire in the open air are no longer
in effect.
52. All Acts or parts of Acts inconsistent with the pro-
visions of this Act are hereby repealed to the extent of the in-
consistency. All of the provisions of this sub-title shall apply
in Harford County only and to no other Counties. Nothing
in this Act shall apply to open fires made by railroads within
their right of way, provided such fires are supervised or left
in such a condition that they will not endanger adjoining
property; or to open fires made for the purpose of heating
water or other materials, or cooking for domestic use.
SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1941.

(House Bill 330)
AN ACT to repeal and re-enact, with amendments, Section 445
of Article 13 of the Code of Public Local Laws of Maryland,
title "Harford County", sub-title "Roads", as the same was
enacted by Chapter 424 of the Acts of the General Assembly
of Maryland of 1939, and to add two new sections to said
Article to be known as Sections 448A and 448B, said
amendments to Section 445 and said new sections providing
for the appointment of a County Roads Engineer; prescrib-
ing the minimum width of rights-of-way to be secured; and
further providing that in all new or reconstruction work
which is estimated to cost more than One Thousand Dollars
($1, 000. 00), it must be first submitted to public bids.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 445 of Article 13 of the Code of Public
Local Laws of Maryland, title "Harford County", sub-title
