pursue, catch, kill, trap or shoot, or attempt to hunt, pur-
sue, catch, kill, trap, or shoot in any manner any migra-
tory birds; provided, however, the State Game Warden,
with the approval of the Chairman of said Commission, is
hereby authorized and directed to lease at the nominal
consideration of One Dollar ($1. 00) to the United States of
America for the use of the Fish and Wildlife Service of the
U. S. Department of the Interior, said area as herein de-
scribed for a period of five years, for the purpose of estab-
lishing a national wildlife refuge thereon and for improv-
ing food conditions for the benefit of wild waterfowl on
said area. Said lease shall be renewable, with the approv-
al of the Chairman of said Commission, for such period
or periods as may be mutually agreed upon between the
Service and the State Game Warden; provided that any
renewal thereof may be cancelled and terminated upon
one year's notice from either of the contracting parties.
Nothing in this Act shall be construed as in any wise af-
fecting the right of navigation in and over the waters
affected by this Act, the said area being bounded as fol-
lows:

Beginning at a point at latitude 39°29'46" N., and longi-
tude 76°05'01" W., in Chesapeake Bay, due north 200 yards
from Fishing Battery Light; thence due east 4, 000 yards
(2. 27 miles approximate) to a point at latitude 39°29'46"
N., and longitude 76°02'28" W., approximate, in Chesa-
peake Bay; thence due south 4, 160 yards (2. 36 miles ap-
proximate) to a point at latitude 39°27'48" N., and longi-
tude 76°02'28"W., approximate, in Chesapeake Bay; thence
N., 62°30' W., 2, 680 yards (1. 52 miles approximate) to a
point at latitude 39°28'21" N., and longitude 76°03'59"
W., approximate, in Chesapeake Bay, 440 yards distant
from the northeast side of Spesutie Island at Locust Point;
thence, northerly and westerly with a line 440 yards dis-
tant from the north shore of Spesutie Island to a point at
latitude 39°28'48" N., and longitude 76°05'48" W., approx-
imate, opposite the center of Specutie Narrows; thence,
due north 1, 960 yards (1. 11 miles approximate) to a point
at latitude 39°29'46" N., and longitude 76°05'48" W., ap-
proximate, in Chesapeake Bay; thence due east 1, 230 yards
(0. 76 mile approximate) to the place of beginning, contain-
ing 2, 900 acres, be the same more or less.

SEC. 2. Any person convicted before any Justice of the
Peace or Court of Justice of this State, for violating any
of the provisions of this Act shall be fined not less than
Twenty-five dollars ($25. 00) nor more than One Hundred
dollars ($100. 00), and costs for each and every offense, and
