Flack's Edition, 1939, title "Housing Co-operation and
Aid", said new section to be known as Section 9, and to
follow immediately after Section 8 of said Article; to
grant additional powers to cities, towns, counties, and
other public bodies and political subdivisions of the
State to aid housing projects of housing authorities.

(Senate Bill 464)

AN ACT to add a new section to Article 77 of the Anno-
tated Code of Maryland (1939 Edition), title "Public
Education", sub-title "St. Mary's Female Seminary",
said new section to be known as Section 235A and to
follow immediately after Section 235 of said Article,
providing for the appointment of a Board of Trustees for
the management and control of St. Mary's Female Semi-
nary and abolishing the present Board of Trustees of
said institution.

WHEREAS, St. Mary's Female Seminary was founded as
a State institution in 1839; and

WHEREAS, it is the policy of the State that Boards of
Managers or Trustees of all State institutions, having the
control and management of State property, should be ap-
pointed by and be under the supervision and control of the
State Government; and

WHEREAS, the members of the Board of Trustees of St.
Mary's Female Seminary are at the present time not ap-
pointed by the Governor or directly responsible to any
State agency; and

WHEREAS, it seems desirable that this condition should
be changed and that the said St. Mary's Female Seminary
should be placed under the control and management of a
Board of Trustees appointed by the Governor, representing
the State; therefore,

SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added to
Article 77 of the Annotated Code of Maryland (1939 Edi-
tion), title "Public Education", sub-title "St. Mary's Fe-
