sioner of Motor Vehicles, to a suspension or revocation of
his operator's license. The provisions of this section ap-
ply to the operator and to the owner who causes or per-
mits his motor vehicle to be operated in violation of this
section.

CHAPTER 875.
(Senate Bill 431)
AN ACT to add a new section to Article 21 of the Anno-
tated Code of Maryland (1939 Edition), title "Convey-
ancing", to be under sub-title "Expiration of Recording",
said new section to be known as Section 71A and to fol-
low immediately after Section 71 of said Article, relating
to the period of time within which the recording of cer-
tain instruments shall operate as actual or constructive
notice to certain persons.
SECTION 1. Be it enacted by the General Assembly of
Maryland, That a new section be and it is hereby added
to Article 21 of the Annotated Code of Maryland (1939
Edition), title "Conveyancing", to be under sub-title "Ex-
piration of Recording", said new section to be known as
Section 71A, to follow immediately after Section 71 of said
Article, and to read as follows:
Expiration of Recording.
71A. Any recording pursuant to Section 71 shall
be effective only for a period of three (3) years
from the date of recording. Thereafter, except as be-
tween the parties, the recorded obligation, unless re-re-
corded, shall be conclusively presumed to have been dis-
charged and shall not operate either as actual or construc-
tive notice to any person.
SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1941.
