to include not only the highway portion of the motorway, but
also a tunnel under or a bridge across the Patapsco River if
deemed necessary by the Commission, and under or across any
other waters constituting barriers to the continuation of a
motorway, and connecting and access roads, tunnels, viaducts
and bridges deemed necessary by the Commission for the suc-
cessful operation thereof, and also all land, property, rights,
easements and franchises relating thereto and deemed neces-
sary or convenient by the Commission for the establishment,
construction or operation thereof.

(c) The term "cost of the motorway1', shall embrace the cost
of establishing and constructing the motorway, and connecting
roads and access roads, tunnels and bridges, the cost of all lands,
properties, rights, easements and franchises acquired, the cost
of all machinery and equipment, estimated as required for the
maintenance of said motorway by the State Roads Commission,
financing charges, interest prior to and during construction
and for one year after completion of construction, initial re-
serves for insurance, cost of traffic estimates and of engineering
and of legal expenses, plans, specifications, surveys, estimates
of cost and of revenues, other expenses necessary or incident to
the determining of the feasibility or practicability of the mo-
torway, administrative expense, and such other expenses as
may be necessary or incident to the financing herein author-
ized, to the construction of the motorway, and the placing
of the same in operation, the amount of any award in
proceedings for the condemnation of property necessary for
such construction and operation, the amount of damages in-
curred in changing and adjusting the lines and grades of such
public roads and State highways as may be necessary to ac-
commodate the same to the design of any grade separation,
and the cost of reconstructing, at the same or a different loca-
tion, any portion of any State highway or public road which
is required to be reconstructed or restored on the same or a
different site by reason of the location and construction of the
motorway. Any obligation or expense incurred by the Com-
mission prior to the issuance of revenue bonds under the pro-
visions of this sub-title, for engineering and traffic studies and
surveys, preparation of plans and specifications, and engineer-
ing reports, and other engineering services which may be
utilized in the establishment or construction of the motor-
way, shall be regarded as a part of the cost of such motorway.

(d) The word "owner" shall Include all individuals, copart-
nerships, associations, corporations, municipal corporations
(including Baltimore City), —political subdivisions of the
State, or the Federal Government or any agency thereof, hav-
ing any title or interest in any property, rights, easements or
franchises authorized to be acquired by this sub-title.
