1546 LAWS OF MARYLAND. [CH. 858

(1939 Edition), title "State Roads", such new sections to fol-
low immediately after Section 122 of said Article, under a
new sub-title "Motorways", to be known as Sections 122A to
122R, inclusive, and to read as follows:

MOTORWAYS

122A. For the purpose of eliminating present traffic con-
gestion and the dangers, actual and potential, to life and
property resulting therefrom, for the purpose of remedy-
ing the inadequacy of certain portions of the highway
system to meet future demands upon such system, to insure
the future adequacy of such system, and to facilitate the move-
ment of vehicular traffic through and within the State, the
State Roads Commission is hereby authorized and empowered:

(a) To establish, construct, operate and maintain a motor-
way, as hereinafter defined, from, near or through Baltimore
City, Maryland, which shall include a bridge over or a tunnel
under the Patapsco River, to the district line of the District of
Columbia, between a point or points at, near or within Balti-
more City to a point or points at or near the district line of the
District of Columbia, and to be located with such course or
courses as may be determined by the Commission to be most
suitable for the purposes of this sub-title; such motorway to
constitute a new highway artery of the State, connecting with
other State highways so as to be a part of highway arteries
of the State running through the whole State, north and south,
such connecting roads leading into the States of Pennsylvania,
Delaware, Virginia and the District of Columbia;

(b) To issue revenue bonds of the State, payable solely
from earnings to pay the cost of such motorway; and

(c) To designate the locations of, establish, limit and con-
trol the number of points of ingress to and egress from such
motorway, as may be necessary or desirable in the judgment
of the Commission to insure the proper operation and main-
tenance of such motorway, and to prohibit entrance to such
motorway from any point or points not so designated; pro-
vided that the Commission shall provide reasonable access.

122B. As used in this sub-title, the following words and
terms shall have the following meanings:

(a) The word "Commission" shall mean the State Roads
Commission, or, if said Commission shall be abolished, any
board, commission or officer succeeding to the principal
functions thereof or upon whom the powers given by this sub-
title to such Commission shall be given by law.

(b) The word "motorway" shall mean the superhighway,
express highway or arterial highway established or constructed
pursuant to the provisions of this sub-title and shall be deemed
