center division, ample shoulder widths, longsight distances,
the by-passing of cities, multiple lanes in each direction, and
grade separations at all intersections with other highways
and railroads, and the elimination of all left hand turns, has
been successfully completed and financed by a sister State,
without burden to such State and to be paid for by the users
thereof; and

WHEREAS, it is deemed advisable by the General Assembly
of the State of Maryland to adopt a policy for the State of
Maryland which will provide a method for the construction of
such a super highway on the plan already adopted for the con-
struction of bridges and tunnels and the financing of such
construction without any contribution whatever from funds of
the State, but solely by means of tolls and revenues to be paid
by the users of this motorway; and

WHEREAS, the Congress of the United States has heretofore
authorized, and the United States War Department has here-
tofore approved the location, height, and span of, a bridge
across the Patapsco River between Canton and Fairfield, in
Baltimore; and

WHEREAS, engineering and traffic studies relative to the
construction of a multiple lane motorway from Washington
to connect with the Philadelphia Road, northeast of Balti-
more, by-passing the City of Baltimore via the aforementioned
bridge, are necessary to determine whether or not such a
motorway so located would be self-liquidating; and

WHEREAS, if a study of such a motorway indicates that it
would be self-liquidating, the State Roads Commission could
forthwith construct such an important link in a north-south
interstate super highway by means of such method of finan-
cing and without the expenditure of any funds of the State,
and such motorway with necessary access roads and connect-
ing roads would serve the City of Baltimore and the several
counties of the State and would provide an alternate route of
high speed safe travel, purely optional with its users; and

WHEREAS, the adoption of such a method for financing the
construction of such a motorway will provide a method by
which the abovementioned handicaps may be overcome in part
and the advantages referred to above secured; therefore

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That eighteen new sections be and the same are hereby
added to Article 89B of the Annotated Code of Maryland
