by this Charter or any law or ordinance relating to the City
of Salisbury with the power of making appointments, but,
in no event, shall the City Solicitor, the Health Officer, the
Clerk of Salisbury, the Harbor Master, members of part-
time boards and commissions or members, officers and cus-
todians of the Salisbury Fire Department be included un-
der said merit and pension system.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and being passed by a yea and nay vote, supported by three-
fifths of all the members elected to each of the two Houses
of the General Assembly, the same shall take effect from
the date of its passage.

CHAPTER 128.
(Senate Bill 278)

AN ACT to repeal and re-enact, with amendments, Section
279 of Article 23 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Wicomico County", sub-
title "Salisbury", as said section was amended by Chap-
ter 597 of the Acts of 1939, providing for the election
of the Clerk of the Council, Collector of City Taxes and
Treasurer.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That Section 279 of Article 23 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Wor-
cester County", sub-title "Salisbury", as said section was
amended by Chapter 597 of the Acts of 1939, be and it is
hereby repealed and re-enacted, with amendments, to read
as follows:

279. The registered voters shall on the first Tuesday in
May in the year 1941 elect one person, a resident and quali-
fied voter of the City, not a member of the Council, as Clerk
to the Council, Collector of City Taxes and Treasurer, who
shall be the same person and who shall serve for a term of
three years or until his successor is elected and qualified;
and shall on the first Tuesday in May, 1944, and every four
years thereafter elect one person, a resident and qualified
voter of the City, not a member of the Council, as Clerk, to
