of Public Local Laws of Montgomery County (1939 Edition),
being Article 16 of the Code of Public Local Laws of Mary-
land, title "Montgomery County", sub-title "County Commis-
sioners and Treasurer", said new section to be known as Sec-
tion 190A, to follow immediately after Section 190 of said
Code, and to read as follows:
190A. The Board of County Commissioners of Montgomery
County is hereby authorized in its discretion to install a cost
accounting system or systems in any office, agency or branch
of the county government and to require that the accounts of
such office, agency or branch shall be kept in accordance with
the system thus prescribed and installed. The said Board
may, by formal resolution, prescribe penalties for any officer
or employee who fails to comply with any requirement pre-
scribed by said Board relative to such cost accounting system.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety, and be-
ing passed by a yea and nay vote, supported by three-fifths of
all the members elected to each of the two Houses of the Gen-
eral Assembly, the same shall take effect from the date of its
passage.

AN ACT to repeal and re-enact, with amendments, Section
1091 of the Code of Public Local Laws of Montgomery
County (1939 Edition) being Article 16 of the Code of
Public Local Laws of Maryland, title "Montgomery County",
sub-title "State's Attorney" relating to the compensation of
the law assistant to the State's Attorney for Montgomery
County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 1091 of the Code of Public Local Laws of
Montgomery County (1939 Edition) being Article 16 of the
Code of Public Local Laws of Maryland, title "Montgomery
County", sub-title "State's Attorney", be and the same is
hereby repealed and re-enacted, with amendments, so as to
read as follows:
