186A. The Board of County Commissioners of Montgomery
County is hereby authorized and empowered in its discretion,
by formal resolution in each instance, to transfer, assign or
reassign from time to time any officer or employee of Mont-
gomery County or any agency thereof, other than elected offi-
cials and school teachers, any other law or other provision
to the contrary notwithstanding
This power is conferred for the purpose of enabling the
County Commissioners to transfer or assign officers or em-
ployees from one department, office or agency to another when
the amount of work to be done in such department, depart-
ments or agencies demands additional employees and the trans-
fer can be made without detriment to the work of the depart-
ment from which the transfer or assignment is made.
The said Board of County Commissioners shall also have the
power to appoint from time to time such permanent or tem-
porary employees as the said Board in its discretion shall deem
to be necessary for the efficient operation of the administration
of the government of Montgomery County and to pay such
compensation as said Board shall determine.
SEC. 2. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

(House Bill 893)
AN ACT to add a new section to the Code of Public Local
Laws of Montgomery County (1939 Edition), being Article
16 of the Code of Public Local Laws of Maryland, title
"Montgomery County", sub-title "County Commissioners and
Treasurer", said new section to be known as Section 190A
and to follow immediately after Section 190 of said Code,
authorizing the County Commissioners of Montgomery
County to install a cost accounting system or systems in
any office or branch of government in said County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the Code
