(House Bill 835)
AN ACT to add a new section to Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County'7,
sub-title "Schools", said new section to follow Section 449
of said Article and to be known as Section 449A, providing
for the appointment of a Commission by the Board of Edu-
cation of Harford County for the purpose of making a study
and report on the question of furnishing supervised recre-
ational activities for Harford County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be added to Article 13 of the Code of
Public Local Laws of Maryland, title "Harford County", sub-
title "Schools", said new section to follow Section 449, to be
known as Section 449A, and to read as follows:
449A. As soon as this Act becomes effective the Board of
Education of Harford County shall appoint a Commission con-
stituted of five persons, all of whom must be residents of Har-
ford County and interested in recreational activities.
The Commission so appointed shall make a study of the
recreational needs and facilities available and the desirability
of establishing a Department of Public Recreation under the
supervisor of the Board of Education of Harford County. The
Commission so appointed shall analyze such reports and other
material pertaining to recreation in Harford County as may
be available and make such other studies as they may
determine.
The proposals of the Commission shall be set forth in a
report to the Board of Education of Harford County not later
than August 1, 1941, so that the said Board of Education may
include in its annual budget to the County Commissioners
of Harford County necessary funds to put into effect the pro-
posals of the Commission insofar as such proposals may be
approved by the said Board of Education and found practical.
SEC. 2. And T)e it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and having
been passed upon a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.
