to dump or dispose of garbage, trash or refuse on any private
property whatever without a permit from said Commission.
Any person violating the provisions of this Section shall
be deemed guilty of a misdemeanor and upon conviction there-
of before a court having jurisdiction shall be fined not more
than Fifty Dollars ($50. 00) or be imprisoned for not more
than thirty (30) days or both in the discretion of the Court.
SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the im-
mediate preservation of the public health and safety and
having been passed upon by yea and nay vote supported by
three-fifths of all the members elected to each of the two Houses
of the General Assembly of Maryland, the same shall take
effect from the date of its passage.

(House Bill 834)
AN ACT to repeal and re-enact, with amendments, Section 267
of Article 16 of the Code of Public Local Laws of Maryland
(1939 Edition), title "Montgomery County", sub-title "Coun-
ty Home Demonstration League", as the same was enacted
by Chapter 82, Acts of the General Assembly of Maryland,
Session of 1931, to provide for the payment annually to the
Montgomery County Home Demonstration League of
Eighteen Hundred Dollars ($1, 800. 00) and to authorize the
County Commissioners to include the said Eighteen Hun-
dred Dollars ($1, 800. 00) in its annual levy on the taxable
property in Montgomery County.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Board of County Commissioners of Montgom-
ery County are hereby authorized and empowered, in their dis-
cretion, to pay annually to the Montgomery County Home
Demonstration League the sum of Eighteen Hundred Dollars
($1, 800. 00) to be used by the said League for the payment of
the salary of its directress or person in charge thereof, who
shall, in the name of the League, devote her services to the
dissemination of information throughout the county with re-
spect to matters of diet and household economics.
The Board of County Commissioners of Montgomery Coun-
ty are hereby authorized and empowered to include the said
sum of Eighteen Hundred Dollars ($1, 800. 00) in its animal
levy on the taxable property in Montgomery County.
