the business of collecting garbage, trash, refuse, rubbish or
junk for hire, after notice and hearing, for the violation of
its regulations.

(c) It shall be the duty of the Washington Suburban Sani-
tary Commission upon request of the Board of County Com-
missioners of Montgomery County to construct, as soon as
practicable, on some convenient sites to be selected by it, an
incinerator or incinerators of a modern type for the disposal
of garbage, trash, rubbish, refuse or junk.

(d) For the purpose of defraying the cost of such con-
struction, including the necessary equipment and accessories,
the Commission is authorized to issue its bonds or notes,
under its hand and seal, in a sum not to exceed $200, 000. 00
with interest not to exceed 5% per annum, maturing serially,
in such amounts annually as may be fixed by said Commission,
but all payable within a period of twenty years from date,
and said bonds or notes shall be sold as the General Con-
struction bonds of said Commission are now sold; and for
the purpose of paying interest on said bonds and principal
of the game as they become due, said Commission is authorized
to make and fix a reasonable schedule of charges for the recep-
tion and disposal of all garbage, trash, rubbish, refuse or junk.
The receipts therefrom, including the permit fees heretofore
authorized, shall, after payment for the operation of said
plant, be applied toward the net payment of principal and
interest, and in the event that the net proceeds of said fees
and charges are not enough to meet the carrying charges of
said bonds or notes, said Commission is authorized to pay the
difference out of the general water receipts provided for in
Chapter 122, Acts of 1918; provided, however, that in the
event part of the said water receipts is used for the carrying
charges of said bonds or notes, the Commission shall adjust
the water rates, either consumption charge or service charge,
in its discretion, on all property served by the Commission in
Montgomery County to the extent necessary to meet said de-
duction, which charges may be changed from year to year
under the provisions of Chapter 122 of the Acts of 1918, as
amended, and as codified in Article 16, title "Montgomery
County", sub-title "Washington Suburban Sanitary District",
as amended, in Article 17, title "Prince George's County",
sub-title "Washington Suburban Sanitary District", as
amended, of the Code of Public Local Laws of the State of
Maryland.

(e) The Commission may exempt from the operation of the
sub-title, with the approval of the County Health Officer, any
person, firm or institution residing in the above defined boun-
daries, engaged in feeding garbage to hogs, or any incor-
