"Montgomery County", sub-title "Maryland-Washington
Metropolitan District", said new section to be known as
Section 675A and to follow immediately after Section 675
of said Article, relating to the dumping of garbage, trash,
refuse, rubbish or junk within the boundaries of the Mary-
land-Washington Metropolitan District in Montgomery
County, and to regulate and provide for the disposal of
same, to authorize the Washington Suburban Sanitary Com-
mission to issue its bonds or notes not to exceed Two
Hundred Thousand Dollars ($200, 000. 00) for the construc-
tion of not more than two incinerators.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to the Code
of Public Local Laws of Montgomery County (1939 Edition—
being Article 16 of the Code of Public Local Laws of Mary-
land), title "Montgomery County", sub-title "Maryland-Wash-
ington Metropolitan District", said new section to be known
as Section 675 A and to f olio w immediately after Section 675 of
said Article, and to read as follows:
675A. (a) It shall be unlawful for any person, firm or
corporation not residing or located in the Maryland-Washing-
ton Metropolitan District lying within Montgomery County,
or for any person, firm or corporation residing or located with-
in said boundaries and collecting such materials for hire, to
dump garbage, trash, refuse, rubbish or junk on any public or
private dump within said boundaries without the consent of
the owner of the land and without a permit from the Wash-
ington Suburban Sanitary Commission.
(b) No person, firm or corporation shall engage in the
business of collecting garbage, trash, refuse, rubbish or junk
for compensation without first securing a permit from said
Commission, and for the protection of the health, comfort
and safety of persons residing within the boundaries of that
part of the Maryland-Washington Metropolitan District lying
within Montgomery County, said Commission may establish
reasonable regulations for the collection and disposal of such
materials. A reasonable fee, to be fixed by said Commission
for either maintaining a dump or collecting for hire garbage,
trash, refuse, rubbish or junk shall be paid for each permit
and the said Commission may refuse or revoke a permit for a
public or private dump, after notice and hearing, if the Com-
mission shall find that the location and use of the proposed
dump or the operation of an established dump would endanger
the health, comfort or public welfare of persons residing
within the vicinity thereof, and may revoke any permit for
