to meet and pay the interest on said note or notes so issued
and outstanding, and to meet and pay the principal of said
note or notes as they shall become due from time to time,
which tax shall be levied and collected, and shall have the
same priority rights, bear the same interest and penalties
and in every respect be treated the same as other city taxes
now are. Said amount so levied and collected shall be kept in
a separate fund for the payment of said interest and principal
and for no other purpose whatsoever.
SEC. 6. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of the
members elected to each of the two House of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 103.
(House Bill 157)
AN ACT to repeal and re-enact, with amendments, Section 20
of Article 1 of the Code of Public Local Laws of Maryland
(1930 Edition), title "Allegany County", sub-title "Barton",
as said section was amended by Chapter 74 of the Acts of
1931, amending the charter of the town of Barton.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section. 20 of Article 1 of the Code of Public Local
Laws of Maryland (1930 Edition), title "Allegany County",
sub-title "Barton", as said section was amended by Chapter
74 of the Acts of 1931, be and it is hereby repealed and re-
enacted, with amendments, to read as follows:
20. The Mayor and Commissioners of Barton shall cause
to be maintained a registration of the legal and qualified
voters residing within the corporate limits of the Town of
Barton, of all citizens of 21 years of age or over, who have
resided within said corporate limits for the period of six
months next preceding an election and who are citizens of
the United States; and such registration shall be essential
to the right to vote at any election held under the charter of
the said Town of Barton. The said The Mayor and Commis-
sioners of Barton shall annually, on or before the fourteenth
