bond issue not required for the purposes hereinbefore specified
shall be applied to the sinking fund or for the redemption of
said bonds.
SEC. 3. And be it further enacted, That for the purpose of
providing additional funds for the purpose of paying the
expense of acquisition and purchase of rights-of-way and neces-
sary land for the construction of the Salisbury By-Pass Road
northerly from East Main Street, in the City of Salisbury,
Maryland; for the purpose of installing in or upon said By-
Pass Road and approaches thereto water mains, sanitary
sewers, storm water drains and appurtenances thereto, and
other public utilities, in said City of Salisbury, The Mayor
and Council of Salisbury be, and it is hereby authorized and
empowered to borrow from time to time a sum or sums of
money not exceeding in the aggregate the sum of Thirty
Thousand Dollars ($30, 000. 00), and to execute and deliver its
note or notes or other evidence of indebtedness in payment of
same; which note or notes or other evidence of indebtedness
shall be executed and signed by The Mayor of Salisbury or
the President of the Council of Salisbury, with the seal of the
City of Salisbury attached thereto, attested by the Clerk of
Salisbury.
SEC. 4. And be it further enacted, That the Mayor and
Council of Salisbury shall annually levy upon all the assess-
able property liable to taxation in the City of Salisbury at
the regular tax levying period an amount sufficient to meet
and pay the interest on said bonds so issued and outstanding,
and to meet and pay the principal of said bonds as they shall
severally become due from time to time, which tax shall be
levied and collected, and shall have the same priority rights,
bear the same interest and penalties and in every respect be
treated the same as other city taxes now are. Said amount
so levied and collected shall be kept in a separate fund for
the payment of said interest and principal and for no other
purpose whatsoever.
SEC. 5. And be it further enacted, That any funds received
from salvaging any of the property acquired for the said right-
of-way shall be kept in a separate and distinct fund and shall
be used for the sole and exclusive purpose of paying said note
or notes or other evidence of indebtedness; but, in the event
the funds derived from said salvage are insufficient to pay
said note or notes or other evidence of indebtedness, then The
Mayor and Council of Salisbury shall annually levy upon all
the assessable property liable to taxation in the City of Salis-
bury at the regular tax levying period an amount sufficient
