33 of the Annotated Code of Maryland (1939 Edition), title
"Elections", sub-title "Registration", said new section to be
known as Section 62A, to follow immediately after Section
62 of said Article, and to read as follows:

62A. In Howard County, when in the opinion of the Board
of Supervisors of Election it is deemed necessary to rewrite
any of the registration books, the names of all persons now
registered on such registration books, shall be transcribed on
new registration books, or in the discretion of said Board, on
cards or loose-leaf pages. If a system of cards or loose-leaf
pages is adopted in lieu of registration books as referred to
in this Article the Board of Supervisors of Election shall ob-
tain such cards or loose-leaf pages and any other forms and
equipment required in the same manner as they have hereto-
fore supplied registration books and the registration of voters
shall be conducted in every particular as prescribed by law,
except that cards or loose-leaf pages shall be used instead
of books. If cards or loose-leaf pages are used, they shall con-
form to the provisions of Section 52 of this Article.

In the transcription of names from registration books, the
cards or loose-leaf pages shall be duly filled out in original
and duplicate and shall be filed in different filing cases or
loose-leaf binders. The original forms shall be arranged by
precincts in alphabetical order and shall constitute the pre-
cinct register for use in polling places on any registration or
election day. The duplicate forms shall constitute the perma-
nent office record of the Board of Supervisors of Election and
shall not be opened to public inspection except in the presence
of the clerk of said Board and shall not be removed from the
office of the Board except on order of Court.

Any binders, cases, forms, supplies or cabinets necessary
to establish and maintain such a system of cards or loose-leaf
pages shall be securely locked, and safely kept by the Board
of Supervisors of Election and shall not be unlocked except
on authorization of the Supervisors and then only by the
Clerk or one of the Supervisors.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1941.
