the fees to be paid on the granting of such licenses; they may
adopt building, electrical, oil burner and fire regulations and
provide for the enforcement thereof; they may adopt such
traffic regulations as are not prohibited by Sections 145 and
146 of Article 56 of the Annotated Code of Maryland; they
may adopt zoning and planning ordinances in accordance with
the provisions of Article 66B of the Annotate Code of Mary-
land, which power shall be in addition to, and not in substitu-
tion of the power vested in the Maryland National Capitol
Park and Planning Commission; they may provide minimum
and maximum penalties for the violation of their ordinances,
not however, to exceed a maximum penalty of $100. 00 and
thirty days in jail, besides cost, for any one violation, and
they may provide for the commitment of convicted persons to
the County jail or lock-up, under sentence or for non-payment
of fine and costs.

SEC. 23. That whenever it shall be deemed necessary, advan-
tageous or proper by the Mayor and Town Council to take or
acquire any lands, water rights, structures or buildings either
in fee or as an easement for parks, parkways, roads, streets,
alleys, highways, grounds, or spaces, the Mayor and Town
Council may purchase same from the owner or owners, or
failing to agree with the owner or owners thereof, may con-
demn the same by proceedings in the Circuit Court for Prince
George's County, Maryland, as now provided for condemnation
of land in Article 33A of the Annotated Code of Maryland;
and said Mayor and Town Council may at the same time con-
demn the interests of any tenant, lessee or other person hav-
ing an interest in said land or property. At any time after
ten days after the return and recordation of the verdict or
award in said proceeding, the Mayor and Town Council may
enter and take possession of said property so condemned upon
first paying to the Clerk of the Court the amount of said
award and all costs taxed to date, notwithstanding any appeal
or further proceeding on the part of the defendants. At the
time of said payment, however, it shall give its corporate
undertaking to abide by and fulfill any judgment on such
appeal or further proceeding, if there be an appeal or further
proceeding.

SEC. 24. The Mayor and Town Council shall have power to
grade and re-grade streets, sidewalks, alleys and roadways
and to improve or pave the same; to develop park areas, install
street lights and provide for fire protection.

SEC. 25. Improvements petitioned for by the owners of two-
thirds of the affected property when made shall be paid for
