off election between the tied candidates, to be held within ten
days thereafter.
SEC. 14. Upon the filing of a petition signed by not less than
15% of the qualified voters in the town, charging malfeasance,
nonfeasance or misfeasance in office and requesting the recall
of either the Mayor or the Treasurer of said town, or a
petition signed by not less than 15% of the qualified voters
in any particular ward, charging malfeasance, nonfeasance or
misfeasance in office and requesting the recall of the council-
man of that ward, the Mayor and Town Council shall pro-
vide a special election to be held within 21 days thereafter, at
which such election the qualified voters shall vote for or
against the recall of such official. In the event the majority
vote is in favor of recall, the particular office involved shall
be declared vacant, and the vacancy shall be filled by a
special election to be held within 21 days thereafter, and the
person elected shall fill out the unexpired term.
In case any office shall become vacant for any cause, the
unexpired term shall be filled by a special election to be held
within 21 days after such vacancy occurs.
SEC. 15. The Mayor shall appoint, subject to the confirma-
tion of the Town Council, a person who shall act as Town
Clerk. The Town Clerk shall keep the minutes of the meetings
of the Mayor and Town Council in a well bound book which
shall be opened for inspection by all persons who are inter-
ested therein. He shall be the custodian of the official records
(other than the Treasurer's records) of the town and shall
perform such duties as the Mayor and Town Council may
assign to him.
SEC. 16. There shall be appointed one or more town police-
men and/or special officers for said town, who shall be vested
with as full power and authority as a constable in criminal
and misdemeanor cases within the town limits, and who shall
perform such duties as may be required of them by the Mayor
and Town Council, and who shall preserve the peace and good
order of the town. They may make arrests for the violation
of the public general and public local laws as well as the
ordinances of the town, and shall have authority to retain
custody outside of the town over persons arrested, while in
the course of taking them to a Justice of the Peace or to jail.
SEC. 17. There shall be appointed a Health Officer for said
town who shall be a licensed physician, and who shall enforce
the ordinances of the town with respect to health and sanita-
tion, and who shall have all of the power granted to local
