elections, and all persons not registered therein shall not be
entitled to vote at any election held in said city under the
provisions hereof. There shall be 'a general registration of
all the voters in said city, possessing the qualifications herein
prescribed on the third Monday and Tuesday of April, 1941,
between the hours of 8 o'clock A. M. and 6 o'clock P. M., by
said Board of Registration, and also every six years there-
after, after the notice hereinbefore provided, and in all other
respects in accordance with the requirements of this Act.
And on the third Monday in April in each and every year,
except the years for a general registration, the said board
shall sit, between the hours of 8 o'clock A. M. and 6 o'clock
P. M. for supplemental registration and revision, after giving
the notice as hereinbefore prescribed, at which sittings duly
qualified voters may register, and the names of any persons
on the said books of registration who have removed from the
said city or for other reasons are disqualified as voters, shall
be erased from the said books by the said board upon their
own initiative or upon the affidavit of any bona fide resident
of the city that such person or persons are not residents of
the city or are otherwise disqualified and not entitled to reg-
ister and vote in said city elections. And provided that any-
one who shall feel aggrieved at the action of the said Board
of Registration, shall have the right of appeal to the Circuit
Court of Carroll County at any time within ten days after
the last day of such registration or revision.
One of the members of the Board of Registration shall ad-
minister to all persons who shall personally apply to register
the following oath or affirmation: "You do solemnly swear
(or affirm) that you will fully and truly answer all such
questions as shall be put to you touching your place of resi-
dence, name, age, color, actual place of domicile in West-
minster and the time thereof, your qualifications as a voter,
and your right as such to register and vote. "
SEC. 3. And be it further enacted, That all Acts or parts
of Acts inconsistent with the provisions of this Act be and
the same are hereby repealed to the extent of any such in-
consistency.
SEC. 4. And be it. further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote, supported by three-fifths
of all the members elected to each of the two Houses of the
General Assembly, the same shall take effect from the date of
its passage.
