years (except the three members of Council above mentioned
to be elected in May, 1910, who shall hold for one year) and
until their successors shall be duly elected and qualified. Said
judges shall conduct such election in accord with the ordi-
nance prescribing" the same, which shall require them to make
return to the Mayor and Common Council, and provide for
the preservation of the ballots for. a reasonable time. If no-
tice of such election shall not be given as hereinbefore re-
quired, or if the judges of election shall be appointed or shall
refuse to act, five or more voters of said city may call an
election for said officers by notice set up in the most public
places in said city, not less than one week previous to such
election, therein naming the time and place of holding such
election, and naming three judges thereof, who, or any two
of whom, may hold such election, and have the same powers
in respect thereto as the judges appointed by the Mayor.

SEC. 2. And be it further enacted, That two new sections
be added to Article 7 of the Code of Public Local Laws of
Maryland (1930 Edition), title "Carroll County", sub-title
"Westminster", said new sections to be known as 524A and
524B, to follow immediately after Section 524 and to read
as follows:

524A. The Mayor shall, on the second Monday of April,
1939, and thereafter biennially on the second Monday of
April, by and with the advice and consent of the Common
Council, appoint three qualified voters of the said city, not
holding any office under the government of the said city, and
who shall constitute the Board of Registration of Voters of
Westminster, to serve for two years and until their successors
shall have qualified.

524B. The said Board of Registration shall give notice by
publication in two newspapers published in said city, if there
be that number, at least five days before the registration to
be held on Monday, April 17, 1939, and Tuesday, April 18,
1939, between the hours of 8 o'clock A. M. and 6 o'clock P. M.,
of a registration of voters and the names of the persons reg-
istered in accordance with the provisions of this Act shall be
entered in two separate books, to be kept by two members of
said Board of Registration to be selected by said Board of
Registration, and in addition to the names of the voters there
shall be entered therein the age, color, actual place of domi-
cile in said city and the time thereof, and the occupation of
the persons registered, which said books containing the names
of the persons so registered shall be used on election day for
Mayor and Common Councilmen of said city, and all persons
so registered therein shall be entitled to vote in said city
