States, and two years a resident of the said town, next pre-
ceding the election, to be Burgess of said town, and an
assistant Burgess and Three Commissioners, to remain in
office for the term of two years or until their successors are
elected and qualified. The Burgess elected at an election
shall, before entering upon the discharge of his duties, take
the oath of office before the Clerk of the Circuit Court for
Washington County, in the State of Maryland.

SEC. 2. And be it further enacted, That this Act shall
take effect June 1, 1939.

CHAPTER 430.

(Senate Bill 462)

AN ACT to repeal and reenact with amendments Section
3 of Article 66A of the Annotated Code of Maryland
(1924 Edition) title "Moving Pictures".

SECTION 1. Be it enacted by the General Assembly of
Maryland,
That Section 3 of Article 66A of the Annotated
Code of Maryland (1924 Edition) title "Moving Pictures",
be and the same is hereby repealed and reenacted with
amendments to read as follows:

3. The Board shall consist of three residents and
citizens of the State of Maryland, well qualified by educa-
tion and experience to act as censors under this Article.
One member of the Board shall be Chairman, one member
shall be Vice-Chairman and one member shall be Secretary.
They shall be appointed by the Governor, by and with the
advice and consent of the Senate, for terms of three years.
Those first appointed under this Article shall be appointed
for three years, two years and one year, respectively; the
respective terms to be designated by the Governor.

SEC. 2. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health or safety,
and being passed upon a yea and nay vote supported by
three-fifths of all the members elected to each of the two
Houses of the General Assembly, the same shall take effect
from the date of its passage.
