Probation at least once each calendar month, and three
members thereof shall constitute a quorum at any such
meeting.

It shall be the duty of the Board of Parole and Proba-
tion to direct the operation of the Division of Parole and
Probation, and to be responsible for the enforcement of all
laws relating to the administration of parole. The said
Board shall determine such policies and adopt such reason-
able rules and regulations as may from time to time appear
essential to the efficient administration of the said parole
laws.

49. All the employees of the Parole Commissioner at
the time of the passage of this act, as are provided for in
the Budget, shall be and hereby are transferred to the
Division of Parole and Probation and made employees
thereof. The Secretary of the Parole Commissioner shall
be the Secretary of the Board of Parole and Probation and
shall also be Executive Secretary of the Division of Parole
and Probation.

The Secretary and all other employees of the Division
of Parole and Probation transferred hereby or hereinafter
employed shall hold their positions under the Merit-System
of the State, and, after having complied with the exam-
inations and pre-requisites thereof, shall be protected by
by all the conditions and regulations of the Merit-System.

All employees of the Parole Commissioner, other than
the Secretary who are hereby transferred to, and made
employees of the Division of Parole and Probation shall
be subject to such re-classification as may be deemed advis-
able by the Board of Parole and Probation and the State
Employment Commissioner; provided, however, that no
such employee by reason of such transfer or re-classifica-
tion shall suffer any reduction in compensation. The said
Executive Secretary shall receive such compensation as
may be allowed in the Budget.

50. The Director of Parole and Probation shall be paid
such compensation as may be provided in the Budget.

The Board of Parole and Probation shall, upon proper
examination, appoint a Supervisor of Parole and Proba-
tion who shall be responsible to the Director of Parole and
Probation for the field work of the division.

Such Supervisor shall by education and experience be
capable of performing the duties hereinafter imposed. He
shall, with the approval of the Board of Parole and Pro-
bation formulate methods of investigation and supervision,
and develop various processes in the technique of the case-
