same extent and effect as if the said Director of Parole
and Probation had been named in said existing laws as the
official upon whom the said rights, powers, duties, obliga-
tions, and functions were conferred.
All the records of the Parole Commissioner, together
with all automobiles and other equipment to which the
Parole Commissioner shall hold title, shall be, and hereby
are transferred to the Division of Parole and Probation;
and title to and possession of such records and equipment
is hereby vested in the Board of Parole and Probation.
48. The Governor, by and with the consent of the Sen-
ate, shall appoint, without regard to political affiliation, a
person of high standing who has understanding of and
familiarity with modern parole and probation methods;
and this person together with the Attorney-General of
Maryland, the State Superintendent of Prisons and the
Chief Probation Officer of the Supreme Bench of Balti-
more City, the last three members serving ex-officio, and
without pay therefor, shall constitute a Board of Parole
and Probation. The person so appointed by the Governor
shall be Chairman of the Board of Parole and Probation
and such Chairman shall be the Director of Parole and
Probation.
The appointed member of the Board of Parole and Pro-
bation shall hold office for two years and until his suc-
cessor shall qualify, the term of such member commencing
on the first Monday in May next ensuing his appointment.
Any vacancy in said office shall be filled by the Governor
for the unexpired term with the consent and advice of the
Senate.
None of the members of the said Board shall, at the
time of his appointment nor during his incumbency in
office, serve as the representative of any political party
on an executive committee or other governing body thereof,
nor as an executive officer or employee of any political com-
mittee, organization, or association.
Before entering upon his duties of office, each of the
members of the Board of Parole and Probation shall take
an oath that he will well and faithfully execute and perform
the duties appertaining to his office according to the Laws
of the State and rules and regulations adopted in accord-
ance therewith.
During the absence or disability of the duly appointed
Chairman, the Governor shall designate a member of the
Board to act as Chairman.
The Board of Parole and Probation shall hold formal
meetings in the Central Office of the Division of Parole and
