tion, neither said Commissioners nor any individual member
thereof shall have any interest in any of said contracts.
SEC. 7. And be it further enacted, That the Board of Coun-
ty Commissioners of Washington County are hereby author-
ized and empowered to make and enter into any Agreements
as may be necessary or appropriate to secure the benefits of an
Act of Congress of the United States of America, approved
June 36, 1933, commonly known as "National Industrial Re-
covery Act" and any Acts amendatory thereof, and any Acts
supplemental thereto, and revisions thereof, and any further
Acts or Joint Resolutions of the Congress of the United States
of America, to encourage public works.
SEC. 8. And be it further enacted, That the Board of County
Commissioners of Washington County shall not award any
contract for any building or construction wherein the esti-
mated costs shall exceed the sum of Five Hundred ($500. 00)
Dollars without first having advertised for bids, and all of said
expenditures shall be awarded to the lowest responsible bidder
after due advertisement of the proposals and the time and
place of the opening of said bids; provided, however, that the
said Board shall have the right to reject any or all bids.
SEC. 9. And be it further enacted, That the provisions of
this Act shall be construed as additional and supplementary
to and not in substitution for or in conflict with any of the
provisions of the general laws of this State relating to public
buildings.
SEC. 10. And be it further enacted, That for the purposes
of paying the interest of said bonds, and for redeeming the
said bonds as they mature, the said Board of County Com-
missioners of Washington County shall, for the year of issu-
ance thereof, and annually thereafter, until all of said bonds
issued under the authority of this Act shall mature and be
redeemed, levy a tax upon the assessable property of said
County sufficient to pay the annual interest on said bonds out-
standing, and to redeem said bonds as they mature and become
due, said taxes to be collected as other taxes levied in said
County are collected.
SEC. 11. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
