of the present Court House, on its present site; provided, how-
ever, that funds herein enumerated and for the specific pur-
poses herein outlined shall be expended as herein set forth
and shall not be diverted for any other purposes.

SEC. 5. And be it further enacted, That the County Com-
missioners of Washington County, or a majority of them, are
hereby authorized and empowered, in the event that a new site
for said Court House and/or Jail shall be acquired, to tear
down and remove all or so much of the present Court House
and/or Jail or to sell, either at public or private sale, or other-
wise dispose of the said Court House building and lot and/or
Jail building and lot, upon which the respective buildings are
located. And the County Commissioners of Washington Coun-
ty are further authorized and empowered to acquire either by
purchase or by condemnation proceedings, in their discretion,
such additional land, together with the buildings thereon for
the above purpose, as the County Commissioners may deem
necessary. And if the County Commissioners are unable to
agree with the owner or owners of any land which they may
desire to acquire for the above purposes, then said County
Commissioners shall and they are hereby authorized and em-
powered to proceed to condemn the same for the use of the
County in the manner prescribed by the Laws of the State of
Maryland,

SEC. 6. And be it further enacted, That the County Com-
missioners secure in such manner as they shall think proper
and approve plans and specifications, award contracts for and
superintend the construction or reconstruction, building or
rebuilding of the said Court House and/or Jail and also to
attend to the proper furnishing and fitting of the same out of
the funds hereby provided, and the said County Commission-
ers are hereby directed and required, authorized and empow-
ered to pay for the same out of said funds; and the said Com-
missioners are to have full charge, control, management and
direction of said construction and reconstruction, building or
rebuilding" and furnishing and all the contracts, plans and
specifications therefor; and upon the awarding by said Com-
missioners of said contracts for the preparation of said plans
and specifications or construction of said Court House and/or
Jail and the furnishing and fitting of the same and all sewer-
age and other work to be done in connection therewith, the said
contracts shall be executed by said County Commissioners;
and said County Commissioners shall pay the contractor or
contractors thereunder such sums as may become due under
said contracts respectively; and the said Commissioners for all
services rendered under this Act shall receive no compensa-
