of traffic, a complete inventory of all public roads of the
State, an investigation of the capacity and requisites of
various roads and bridges, and of sources of revenues avail-
able, and the expenditures necessary for the development
and maintenance of the public roads of the State, and
WHEREAS it is deemed desirable and advisable that said
work be completed and the report put in final form so that
the information and data now available can be studied and
analyzed in order that the maximum good may accrue to
the State from these studies; Now, therefore,
SECTION 1. Be it enacted by the General Assembly of
Maryland, That the State Roads Commission of Maryland
be and it is hereby authorized and empowered to set aside
and expend from the Maintenance and Reconstruction
Fund of the said Commission, a sum not to exceed Forty
Thousand Dollars ($40, 000. 00) for the purpose of con-
tinuing and completing the Maryland State-wide Highway
Planning Survey.
SEC. 2. And be it further enacted, That the State Roads
Commission of Maryland be and it is hereby expressly
authorized to participate in and accept any Federal funds
that might be available for the purposes set forth in this
Act pursuant to the provisions of any Act of Congress now
in effect or hereafter enacted.
SEC. 3. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and having been passed upon a yea and nay vote, supported
by three-fifths of all the members elected to each of the
two Houses of the General Assembly, the same shall take
effect from the date of its passage.
