CHAPTER 346.
(Senate Bill 438)

AN ACT to authorize the State Roads Commission of Mary-
land to expend a sum not to exceed Forty Thousand
Dollars ($40, 000. 00) for the continuation and completion
of the work of the Maryland State-wide Highway Plan-
ning Survey, and to charge the cost of same against the
Maintenance and Reconstruction Fund of the State
Roads Commission; and to provide that this Act shall be
passed as an emergency measure.

WHEREAS the State Roads Commission of Maryland
entered into a certain project agreement with the Secretary
of Agriculture of the United States with the approval of
the Bureau of Public Roads concerning the Maryland State
Highway Planning Project No. 1, and

WHEREAS the Federal Government, under the terms of
said agreement and subsequent modification thereof,
entered into between the said Bureau of Public Roads of
the United States Department of Agriculture, the said
Bureau of Public Roads has agreed to pay unto the State
Roads Commission of Maryland for the purposes herein
set forth, the sum of One Hundred Fifty Two Thousand
Two Hundred and Thirty Eight Dollars and Thirty Two
Cents ($152, 238. 32), and

WHEREAS the State Roads Commission of Maryland
undertook, pursuant to the provisions of said project
agreement and with the funds made available thereby, to
made a state-wide survey and to determine the present
state of the public roads of Maryland, the volume, kind and
distribution of traffic, the adequacy of the existing high-
ways and bridges, the annual cost of maintaining adequate
highways, the extent of use of the various systems by
motor vehicle owners in different categories, and the
sources and uses of available highway funds, all to the end
that a justifiable program for future highway improvement
may be developed, and

WHEREAS in connection with this survey, the State has
expended from its Reconstruction and Maintenance Funds
the sum of Two Hundred Twenty Three Thousand Eight
Hundred and Seven Dollars ($223, 807. 00), and

WHEREAS the said Maryland State-wide Highway Plan-
ning Survey has made partial studies including a survey
