faith and credit of said town a sum of money not to exceed
Three Thousand Dollars ($3000. 00) and to execute promis-
sory note or notes therefor, which shall be payable within
five years from date of issuance, with interest not to exceed
the rate of six per centum per annum, payable annually,
unless of shorter duration, then at the maturity of said
obligation; said note or notes to be signed by the Burgess
of the Town of Boonsboro and attested by the Clerk of
said town; and the Burgess and Council of Boonsboro is
further authorized and empowered to levy upon the assess-
able property in the town of Boonsboro in each year fol-
lowing the issuance of said note or notes an amount suffi-
cient to pay not less than one-fifth of the amount of such
note or notes, with interest, until the total amount bor-
rowed is retired and paid.

SEC. 4. And be it further enacted, That the Burgess
and Council of Boonsboro be and they are hereby author-
ized and empowered to levy annually taxes upon the assess-
able property located in said town to an amount sufficient
to maintain the said park when established and developed.

SEC. 5. And be it further enacted, That the said Bur-
gess and Council be and they are hereby authorized and
empowered to do any and all things enumerated in this
Act, and are further authorized and empowered to do all
things and acts deemed necessary in laying out, planning,
developing and establishing said park, and to maintain,
control, and regulate the same by the enactment of such
ordinance or ordinances as in their judgment may be neces-
sary for the proper use of said park, and to provide by
fines and penalties for violations of such ordinances.

SEC. 6. And be it further enacted, That all acts or
parts of acts inconsistent herewith, in so far as the same
may be inconsistent, are hereby declared to be inoperative
and of no effect.

SEC. 7. And be it further enacted, That this Act is
hereby declared to be an emergency law and necessary for
the immediate preservation of the public health and safety,
and the same being passed upon a yea and nay vote, sup-
ported by three-fifths of all members elected to each of
the two Houses of the General Assembly, the same shall
take effect from the date of its passage.
