SEC. 2. And be it further enacted, The Board of County
Commissioners of Montgomery County is hereby authorized
and empowered to levy a tax upon all of the assessable prop-
erty in Montgomery County for the purpose of paying the sal-
ies, expenses and disbursements of the assistant to the Super-
visor of School Property and the payment of the premiums of
insurance and bonds provided for in Section 871A.

SEC. 3. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed by a yea and nay vote, supported by three-fifths of all
the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

CHAPTER 174.

(House Bill 402)

AN ACT to repeal and re-enact, with amendments, Section
631 of Article 16 of the Code of Public Local Laws of Mary-
land (1930 Edition), title "Montgomery County", sub-title
"Montgomery County Suburban District", as it was repealed
and re-enacted by Chapter 441 of the Acts of the General
Assembly of Maryland, Session of 1935, relating to the ap-
pointment of deputy clerks to the Board of County Commis-
sioners, and fixing their hours of duty, rates of pay and for
the appointment of stenographers.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That Section 631 of Article 16 of the Code of Public Lo-
cal Laws of Maryland (1930 Edition), title "Montgomery
County", sub-title "Montgomery County Suburban District",
as it was repealed and re-enacted by Chapter 441 of the Acts
of the General Assembly of Maryland, session of 1935, be and
it is hereby repealed and re-enacted with amendments to read
as follows:

631. The two members of the Board of County Commis-
sioners elected from the Commissioner Districts Four and Five
shall maintain daily office hours during which they shall be
in personal attendance at the County Buildings which may
be established by the Board of County Commissioners within
their respective Districts. The said Board is hereby author-
