line opposite the other square shall be these words "Against
Sanitary Sewerage System and Disposal Plant. " If a ma-
jority of all said voters who voted in said election shall vote
against the sanitary sewerage system and disposal plant, then
this Act shall be of no effect, and shall be void.

SEC. 9. That in the event it shall appear to the Town
Commissioners of Upper Marlboro that a majority of votes
cast at the special election provided for in this Act shall be
for sanitary sewerage system and disposal plant, and bonds
are actually issued under this Act, then any failing to com-
ply with any of the provisions of this Act concerning the
conduct of the special election or affect the validity of the
bonds issued under authority of this Act nor impair the right
of any holder of such bonds to collect the principal and inter-
est when due, and no purchaser of the bonds authorized by
this Act and no holder thereof, for value and in good faith,
shall be obligated to see to the application of the purchase
money of said bonds.

SEC. 10. And be it further enacted, That this Act to the
extent of a submission to the voters of Upper Marlboro, Mary-
land, the approval or disapproval of it and such further extent
as necessary shall take effect on the first day of June, 1939.

CHAPTER 152.
(House Bill 257)

AN ACT to add a new section to Article 7 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Car-
roll County", sub-title "Hampstead", said new section to be
known as Section 89A and to follow immediately after Sec-
tion 89 of said Article, making the rates and charges for
water supplied to residents of the town of Hampstead and
vicinity by the Mayor and Council of Hampstead, a munici-
pal corporation, a lien on the property on which said water
is supplied, and providing the same shall be collected as
other municipal taxes of said corporation.

SECTION 1. Be it enacted by the General Assembly of Mary-
land,
That a new section be and it is hereby added to Article
7 of the Code of Public Local Laws of Maryland (1930 Edi-
tion), title "Carroll County", sub-title "Hampstead", said new
