section to be known as Section 89A, to follow immediately
after Section 89 of said Article, and to read as follows:

89A. The rates and charges for water supplied from time to
time to the residents of the town of Hampstead and vicinity
by the Mayor and Council of Hampstead, a municipal cor-
poration, are hereby declared to be made liens upon the prop-
erty on which said water is furnished, until paid, and interest
shall be chargeable on said rates and charges after twenty days
from the time the bills therefor are rendered, and said charges
and rates shall be due and payable thirty days after said bills
are rendered, and that the same shall be collected as other
municipal taxes of said corporation.

SEC. 2. And be it further enacted, That this Act shall take
effect June 1, 1939.

CHAPTER 153.

(House Bill 258)

AN ACT to add a new section to Article 7 of the Code of
Public Local Laws of Maryland (1930 Edition), title "Car-
roll County", sub-title "Westminster", said new section to
be known as Section 534A and to follow immediately after
Section 534 of said Article authorizing the Mayor and Com-
mon Council of Westminster to borrow money temporarily
for the purpose of paying the expenses of making sewer
connections of properties to the sewerage system of West-
minster to preserve the sanitary conditions of the City of
Westminster, and to pledge as security therefor the obliga-
tions of property owners connected, and making the in-
debtedness accruing to the Mayor and Common Council
from any property owner so connected a lien upon said
property.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new section be and it is hereby added to Article 7
of the Code of Public Local Laws of Maryland (1930 Edition),
title, "Carroll County", sub-title "Westminster", said new
section to be known as Section 534A and to follow immediately
after Section 534 of said Article, and to read as follows:
