system and disposal plant, and all necessary things in con-
nection therewith.

SEC. 7. And be it further enacted, That for the purpose
of construction, installation, maintaining and operating the
said sanitary sewerage system and disposal plant, the Town
Commissioners of Upper Marlboro, Maryland, are hereby
authorized and empowered to acquire any real or personal
property within or without the corporate limits of said town,
necessary for the said purpose, and it may acquire the said
property by purchase, if possible to do so, by agreement with
the owners of such property, and if not possible to acquire the
said property by purchase, then by condemnation proceedings,
said condemnation proceedings to be in the form and in the
manner provided by Article 33A of the Code of Public Gen-
eral Laws of Maryland, entitled "Eminent Domain", which
right of condemnation is to apply to and affect any property
necessary for the construction, operation and maintaining of
said sanitary sewerage system and disposal plant whether or
not the said property is in the said corporate limits or outside
of said corporate limits.

SEC. 8. And be it further enacted, That this Act shall be-
come effective only after it shall be submitted to the legally
qualified voters of Upper Marlboro, Maryland, the legal quali-
fications of each voter being the same that is required to per-
mit any voter to vote in any regular municipal election held
in said town of Upper Marlboro, and this Act shall be sub-
mitted to the said regular voters of the said town of Upper
Marlboro at a special election to be held for the purpose on
a date to be selected by the Town Commissioners of Upper
Marlboro, said election to be held in the same manner as mu-
nicipal elections for the election of Town Commissioners.
Notice of the submission of this Act to the said voters, at
the said special election, shall be published at least once a
week for three successive weeks prior to said election in a
newspaper published in Prince George's Comity, Maryland,
which notice shall show the time and place where the special
election will be held, and the hours of holding the same,
shall give a sufficient and reasonable description of the
matter to be submitted to the voters at said election by
reasonable sufficient description of this Act. The ballots to
be voted at said election shall have a brief reference to, or ex-
planation of this Act printed thereon and under the same
there shall be provided two lines and square at the end of
each, in one of which squares on the one line the voter may
mark his or her approval by a cross mark therein, and on
the line opposite one square shall be these words "For Sani-
tary Sewerage System and Disposal Plant" and on the other
