SEC. 3. And be it further enacted, That said bonds shall be
designated as "Upper Marlboro Sanitary Sewerage System
and Disposal Plant Bonds" and shall bear a reference to this
Act authorizing their issuance.

The said bonds and all interest thereon shall be exempt
from all State, county and municipal taxes.

The authority hereby conveyed upon the Town Commission-
ers of Upper Marlboro to borrow money upon the credit of
said town, and to issue bonds, is in addition to any other or
similar power and authority conferred upon the said munici-
pal corporation.

SEC. 4. And it is further enacted, That before selling the
said bonds the Town Commissioners of Upper Marlboro shall
give reasonable notice of the sale by advertisement in at
least one newspaper published in Prince George's County and
such other advertisement as the Town Commissioners of Up-
per Marlboro shall deem advisable and proper, giving the time,
place, manner and terms of sale, and the amount of bonds to
be sold, and inviting sealed proposals for the purchase of all of
said bonds to be sold.

The Town Commissioners of Upper Marlboro shall have the
right to reject any and all proposals or bids for the said
bonds, and in that event shall have full power and authority
to sell the bonds theretofore advertised, either at public or
private sale, the rights of the purchaser or purchasers of said
bonds, or any of them, shall in no way or manner be affected
or impaired by the application, mis-application, appropria-
tion or misappropriation by the Town Commissioners of Up-
per Marlboro of the money arising from the sale of any or all
of the said bonds.

SEC. 5. And be it further enacted, That for the purpose of
redeeming said bonds at maturity, and for securing the pay-
ment of interest thereon, the Town Commissioners of Upper
Marlboro are hereby authorized and empowered to levy and
collect upon the assessable property of the Town of Upper
Marlboro such additional sums, in addition to that now
authorized by law as shall be necessary to pay the principal
and interest on the bonds authorized by this Act, as the prin-
cipal and interest shall become due and payable, and the said
levy and collection of taxes as aforesaid shall be made at the
same time, and in the same manner as levy and collection of
other municipal taxes.

SEC. 6. And be it further enacted, That the Town Com-
missioners of Upper Marlboro shall have full power and au-
thority to appropriate the proceeds of sale of said bonds, for
the purpose of making and installing the sanitary sewerage
