SEC. 2. And be It further enacted, That in order to meet
the indebtedness incurred under the foregoing section the
Mayor and Common Council of Hyattsville shall levy annually
for not more than four successive years after the effective date
hereof a tax which shall not exceed the sum of 10c for each
$100. 00 assessed valuation of taxable property in the Town of
Hyattsville, as the same is now taxed by the Mayor and Com-
mon Council of Hyattsville, said tax to be levied and collected
as other town taxes and to be shown upon the tax bills sepa-
rately in a column provided for that purpose.

SEC. 3. And be it further enacted, This Act shall not become
effective unless and until it shall be submitted to the qualified
voters living within the limits of said Town of Hyattsville, as
the same exists at the time of submission, and accepted by a
majority of said voters. For such purpose a referendum shall
be held by the Mayor and Common Council at an election to
be fixed by it at the first regular election in May, 1939, or
within three months thereafter. Said election shall be con-
ducted under the provisions of existing law for the election of
town officers, and the manner of submission of the question
to the voters shall be that on the ballots at such election there
shall be printed the words "For purchase of hook and ladder
fire truck and additional tax levy, " with a blank square
opposite at the right, and the words "Against purchase
of hook and ladder fire truck and additional tax levy"
with a blank square opposite at the right, and all qualified
voters desiring to vote for the provisions of this Act shall
place a cross mark (X) in the square opposite the words "For
purchase of hook and ladder fire truck and additional tax levy, "
and all qualified voters desiring to vote against the provisions
of this Act shall put a cross mark (X) opposite the words
"Against purchase of hook and ladder fire truck and additional
tax levy. " If at such election a greater number of persons
shall vote "For purchase of hook and ladder fire truck and
additional tax levy" than shall vote "Against purchase of hook
and ladder fire truck and additional tax levy" then the pro-
visions of the foregoing sections shall become operative and
in full force and effect.

SEC. 4. And be it further enacted, That this Act is hereby
declared to be an emergency law and necessary for the imme-
diate preservation of the public health and safety, and being
passed upon a yea and nay vote supported by three-fifths of
all members elected to each of the Two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
